Katsina Gov’t Moves To Eliminate Bottlenecks in Project Execution
Katsina State Governor, Dikko Radda, has pledged to streamline administrative processes to accelerate the execution of development projects in the state. At the inauguration of the Community Level Committees (CLC) under the Katsina State Community Development Programme (KSCDP), the governor emphasized transparency, efficiency, and grassroots involvement as priorities for his administration.

- Empowering Communities for Development:
The newly inaugurated CLCs aim to empower communities by giving them direct input in conceiving and implementing projects that address their specific needs. The committees include representatives from various groups, such as religious sects (Darika and Izala), youth and women groups, local security personnel, ward councillors, and key local government officials.“The committees will ensure that development projects reflect the real needs of our communities, with direct input from the people,” Governor Radda stated.
- Independence and Fairness:
Governor Radda stressed the independence of the committees, ensuring they operate without political interference. He assured that no government official, politician, or influential figure could manipulate the committees’ mandates, emphasizing fairness and genuine beneficiary selection. - Project Scope:
The committees will oversee critical interventions such as the distribution of agricultural inputs, including power tillers, solar-powered pumps, and livestock, tailored to community needs. - Promoting Transparency and Accountability:
The State Commissioner for Finance, Malam Bashir Tanimu Gambo, lauded the initiative for enhancing transparency and accountability in project implementation. Sensitization programmes have been conducted across all 27 local government areas to clarify the committees’ roles. - Community-Led Governance Framework:
The KSCDP operates through a three-tier structure:- A Steering Committee led by the governor.
- A Joint Planning Committee chaired by the deputy governor.
- Community-Level Committees responsible for identifying and prioritizing projects and beneficiaries.
Dr. Kamaludeen Kabir, State Coordinator for KSCDP, described the initiative as groundbreaking, aligning policymaking and budget implementation with the electorate’s priorities. Over 1,083 local government staff have been trained across 361 electoral wards to support the programme’s implementation.
- Grassroots-Driven Development:
Launched on November 21, 2024, the KSCDP reflects the administration’s focus on fostering grassroots-driven development and eliminating inefficiencies in project execution.
The initiative has been hailed as a transformative approach to governance, ensuring inclusivity, transparency, and responsiveness to the needs of Katsina State residents.
