Quebec Reopens Immigration Pathways for Skilled Workers in AI, IT, and Visual Effects

Quebec has relaunched three immigration pilot programs aimed at attracting skilled workers in the fields of artificial intelligence (AI), information technology (IT), and visual effects, offering a pathway to permanent residency in Canada.

Initially introduced in 2021, these programs are designed to address ongoing labor shortages in critical industries and are now open for new applications. They target professionals in sectors that are vital to the province’s economic growth and technological advancement.

To be eligible, applicants must be at least 18 years old, demonstrate financial independence, and express an intention to settle in Quebec while working in an eligible sector. Additionally, they must not be employed by a company they directly or indirectly control.

Artificial Intelligence Stream

For the AI program, candidates must have at least two years of full-time experience in artificial intelligence or a related field, classified as FÉER 0, 1, or 2 under the National Occupational Classification (NOC). Quebec graduates with a recent master’s or doctoral degree in AI can also apply.

Applicants must secure a full-time job in Quebec’s AI sector, with minimum salary thresholds set at $75,000 outside Montreal and $100,000 within Montreal. Furthermore, they must obtain an endorsement from an expert committee to confirm the job aligns with their qualifications.

Information Technology & Visual Effects Streams

For both IT and visual effects, applicants must have at least two years of relevant work experience and hold a technical college diploma or higher. To qualify, they must also meet salary requirements based on the 9th decile of their profession’s wage scale and must not be employed in an ineligible sector or by a company they control.

Language Requirements & Application Tracks

Each stream offers two application tracks depending on language proficiency.

  • The Francophone Profile requires candidates to demonstrate French language skills at level 7 on the Quebec Scale of Competency Levels, either through a recognized language test or academic records.
  • The Francization Profile offers an alternative for applicants who are committed to learning French upon selection, supported by integration services.
