NASS Launches Probe into Alleged Illegal NIN-SIM Linkage by Telcos
The House of Representatives has directed its Joint Committee on Communications and Interior to investigate the alleged unauthorized and illegal linkage of National Identification Numbers (NIN) by telecom service providers.
This move followed the adoption of a motion co-sponsored by Patrick Umoh (APC, Akwa Ibom) and Julius Ihonvbere (APC, Edo).
In addition, the House called on the Nigerian Communications Commission (NCC) to investigate the claims and take appropriate action against any telecom company found responsible. The National Identity Management Commission (NIMC) has also been tasked with confirming whether telecom companies have been authorized to link NINs to subscribers’ SIM cards and whether such actions comply with existing laws and regulations.
Umoh expressed concern over reports that telecom providers have linked NINs to users’ phone lines without their consent, which he argued exposes individuals to criminal activity and risks for legitimate NIN holders.
“The House recognizes that this action violates the Nigeria Data Protection Act 2023 and the Nigeria Data Protection Regulation (NDPR) 2019, both of which protect citizens’ rights to privacy and secure personal data,” Umoh said.
He further explained that the NIN system was designed to improve identification processes and bolster security in Nigeria, but unauthorized linking could lead to serious consequences such as identity theft, financial fraud, and a rise in cybercrime.
Umoh also highlighted that innocent Nigerians have been wrongly implicated in crimes, facing reputational damage, harassment, and legal trouble for offenses they have not committed.
The motion was passed unanimously, with the committee given four weeks to conclude the investigation.
